ICS not sharing with dial-up

I have a Windows 2000 server computer that is setup to share it's internet connection with my home LAN however I have not been able to get it to share the connection with a dialup connection. When I dial into the server, I am able to access all of the other computers on the network but am not able to access the internet. The system is not set-up on the active directory.
