icp/pbx not programmed for xnet ip state aborted

I had this same error message on an 8.0.8.15 site - newly programmed. It turned out that in configuration/trunks/icp pbx assignment , the local icp was set to local pbx no. Changed it to yes, waited 5 mins, now the other ICPs can see it .
