Can you create desktop
icons in Illustrator or Photoshop.
If not, does anyone know what
program is needed for this?

Hi,
You can design them in either application, but you should save them as .bmp files. Then you need an application like Microangelo than actually converts them to .ico format.

I forgot to tell you that if you go to the Photoshop Forum and do a keyword search for "desktop icons" there will be plenty of info on that topic.
