ICMP to Contivity 1100

Currently I cannot ping the public IP address of any Branch Offices. I can ping the private IP and when the tunnel is down I CAN ping the public IP address. Currently ourOpenview station is monitoring the Public IP so these sites always appear as down even when they are not. The interface filter is set to permit all or on some sites permit ping. What do I need to do to allow ICMP to this interface? Can we restrict what networks can ICMP to this interface?
 
Is the Contivity default GW for OpenView?

Do you use NAT / FW on the Contivity..
 
On the one box I am working on it is using Contivity Interface filter. On the public side the filter is pemit ping which permits ICMP in/out. The private side is permit all.

The default route is just pointed to ISP. We are also running code V4.80.124. Nortel has suggested this is a code issue, but it seems to me it would be more of a routing issue....? They havn't given me a definate answer yet though.
