ICMP requires root privilege?

Hi

I'm using Cacti which is a monitoring tool, it says "ICMP requires root privileges"

How can I grant root privileges to ICMP?

Is that configured using your iptables (or whatever firewall you are using)?

IMHO ICMP should by default be available for other users as well! Not only root!

ICMP is the protocol used by ping and traceroute (tracert).

Does this package (Cacti) make an user for its use ?
Has this user root privileges ?
