ICM/Aspect - Evac of a site

Confused!! Writing an MED alogorithm that is looking to see whether or not we have an Agent logged into Skill Group 99 on an Avaya or Skill Group 88 on an Aspect. The idea is that if it sees an Agent logged into one of these Skill Groups, it will take that site out of the routing logic (i.e. in the event of an evac at that site). I am being told that by moving an Agent in to this Skill Group on the Aspect, the ICM sees this and therefore calls will stop routing. However, moving the Agent out of this Skill Group is not seen by the ICM unless the Agents state changes. Any ideas why this is?
 
ICM does not control the agents if it's not IPCC. However, its agent state will show in the Router. Hope this helps, or I might have just repeated what you already know...
 
I'm not sure what you mean. So you have someone log into the emergency skill, you take the site out of the routing, the emergency ends, you take the agent out of the emergency skill, and you are saying ICM doesn't see that?
