ICA and multiple ip's on one nic

We have a small but frustrating problem. We have our isa box going nicely through our cisco router via a small hub. all the client pcs have the isa box set as deafult gateway. i have a isdn router on the small hub with the ip 192.168.19.250. i have added the ip 192.168.19.254 to the external nic on the isa server. i want to set a persistant route that sends all traffic going to the 192.0.1.0/255 subnet through the 192.168.19.250 router. all well an dandy but i cant even ping the router. i know this works as i have used a laptop to test on the small hub. must be isa?
Any clues would be greatly appreciated
