IC item Combine

i am trying to combine two item into one using the item change module in I/C. Now when i set up the items to combine and ready to post i get the error that other user are in the system i then log everyone out but after that i still get the same error i even restart the database using Pervasive. Is there a next approach to take to do a item combine or to do it with getting that error

This is not a database issue. Delete ..\SITE\SEMAPHOR.BIN and LANPAK.BIN after everyone is out.

Yes it will be recreated when the first user logs in. Why does everyone ask that question?
