IBM WAS and MQ licensing

Would appreciate if someone could help to clarify the question related to IBM Websphere Application Server and Message Queue.

Suppose, the application software is developed on a basis of IBM WAS and MQ and both products are necessary for the application to be functional. Respectively, the production instance of the application will use the licensed IBM software.

The question is if separate license of IBM software should be acquired for support instances of the same application used for testing, training and/or development purposes.

I guess there is more than onw way to get that support, I'd contact with an IBM representantive
