IBM Rational Developer for System z (COBOL) -- Command Line Compile?

We were using an earlier version (v7.5) of Rational Developer on our Windows XP 32-bit systems, mostly using the command line compiler (cob2.exe). When we got our new laptops, these had Windows 7 64-bit installed and we were forced (administratively) to move to the latest Rational (v9.0). While I am sure that the new version is much more rich and exciting, all we really want is the simple command-line compile, but we can't find it (or any reference to it) anywhere.

Does anyone know if there is a way to get this working again?
