IBM PC Server 330 VERY slow

CPU speed issues with Server 330 (single PII 233MHx, IPSRAID) running Netware 4.11, simple NDS.
Server boots slowly, but shows 233 Mhz in CMOS.
Netware shows 'Speed' of only 91 (less than 5% of what it should be). No known changes to motherboard jumpers.
Any suggestions?

Go into CMOS and confirm the caches are enabled. By default, after three unsuccessful boots, they are disabled.
