IBM Netfinity 6000R will not POST

I have a IBM Netfinity 6000R Server, ( 6000R 8682 2RY)
this server will not POST, i have replaced the motherboard, and the power backplane,and still no video signal, and no POST. no beeps, no error codes, nothing, when i power it one, the fans go on, the power goes to the board, i have all green leds on the board, ( and the power supplies seem to be fine too, green lights) but will not go any further.
i have checked and double checked the jumper settings,

does anyone know about this server, or if jumper settings can casue this? or had smae experiencE?

im desprate, i have been fighting with this server for weeks. any input would help.

Sounds like a bad cpu.
