Yes you can use the 4.11 directory management tool with 3.22 version of the IBM directory server...with one caution. The one caution is I would not use the 4.11 directory management tool to modify the schema on your 3.22 server. There may be differences in schema files between versions which could cause problems. You can look in the ETC directory to compare schemas. Do keep your 3.22 DMT around to modify the schema on your 3.22 server.
However, you can modify, delete and add users using the 4.11 directory management tool to a 3.22 server. I also recommend you check with IBM because I believe the support for the IBM directory server 3.22 is going away.
Some other thoughts (these are the opinions of Daniel Sidman ) The latest versions of directory servers such as IBM directory server 6.1 and Active Directory/ADAM and the latest Sun directory offer a lot of new features and that are worth looking at...to replace your 3.22 server. I would definately replace the 3.22 server soon. I suggest looking at your requirements and see what is out there or just go to a newer version.
I can't comment too much on the modified Netscape directory server from Redhat..but in the past the Netscape directory server definitely was the one to beat and had the most features and most successful implementations. I am testing to see what Redhat has accomplished with their newer Redhat directory server implementation (has multi-master). Redhat also has an openldap server. So far the Redhat offerings look promising.
