IBM LANE problem?

I have a lane enviorment which consist of ibm 8260 and 8271.
I add a lec elan10 on 8271,but it can't up,like this:
Non-Ethernet Ports Menu...
103 elan1 1 2 3 4 5 6 7 8 elan1 up
104 elan10 11 12 elan10 down
and on 8260,it has following infomation:

LECS.106: LECS: incmng call: local addr
LECS.093: LECS: cfgtn drct frm x39999999999999000099990101006094F050E380 estblshd
LECS.094: LECS: cfgtn drct frm x39999999999999000099990101006094F050E380 dscnnctd
why? can anybody help me?
