IBM Director twgescli.exe runtime error

When I logged into my IBM server this morning, I saw the following error:

Runtime Error!
Program c:\program files\ibm\director\bin\twgescli.exe
abnormal program termination

I understand the twgescli.exe file is the IBM Director event subscriber client. We are running IBM Director 4.21.

My questions are:

1) What may have caused this to happen? I checked the event logs and nothing was recorded in there.

2) I checked my other IBM servers and the twgescli.exe file is running in task manager but not on the server with the error. Can I simply double click on the twgescli.exe file to restart it or should I reboot the server?
