IBM DB2 V7.1 on Z/OS CLI0615E Error receiving

I've been read about this problem in othjer platforms, like Unix, and WIndows, but I have not de db2jstart bin to assign the port in wich DB2 starts a listener for java on Z/OS. Would someone else tell me how to start it on Z/OS environment.

The complete error I've had is as folows:

The url : jdbc:db2://zos:446/DSN1
The driver : COM.ibm.db2.jdbc.app.DB2Driver
The error : COM.ibm.db2.jdbc.DB2Exception:[IBM][JDBCDriver]
CLI0615E from socket, server is not responding.
SQLSTATE=08S01
