IAS AAA server without AD?

Is it possible to run IAS on a Windows server that is only a workgroup member, ie. it has only a local account database and no AD?

I've set the PIX end up ok (it attempts to authenticate incoming Telnet sessions to the PIX against the AAA server), and then set the IAS end up as correctly as I know how, but I'm not managing to authenticate. I get 'password incorrect' each time I try to telnet to the PIX.

Has anyone successfully used IAS in a workgroup (my test lab) setting as a RADIUS AAA server with PIX?

If you have, please tell me what settings you used?

IAS stores its authentication information in Active Directory, and can be managed with Remote Access Policies thus I don't see that it could work without AD.
