I6 WORK OFFLINE KEEPS POPPING UP

OK,

I have a win98 machine. that the work offline box keeps popping up. no matter if I close or cancel it keeps popping up if I'm not connected to internet.

This is what I have checked for:

1. no viruses
2. spyware check
3. no favorites are set set to view offline
4. connection properties are set to never dial connection

This is really driving me nuts. Anyone have any sugjestions of what else to check.
