I2004 Connecting but not active

Hello All

I just received a used I2004. I went through the configuration, Set IP 192.168.XXX.040, Mask 255.255.255.0, Gateway set to correct IP, S1 IP set to BCM 3.7 LAN IP, S1 Port = 7000, S1 Action = 1, S1 Retry = 5, S2 IP = S1 IP, S2 Port = 7000, S2 Action = 1, S2 Retry = 5,DHCP = NO.
The set says connecting to server but stays blank, the date and time do not update but the time counts from 12:00, and from time to time the call waiting light will flash. I have tried changing the port number and then get "server unreachable". If I press the blue key, I get the UTPS ver number, and if I then press the world key the set shows me its configuration.

Any thoughts or past experience?

do you have a keycode for an ip set on the BCM?

What is the date p/n on the phone I don't think phase 1 phones work on the 3.7. I had a problem with them and had it replaced with a phase 2 and it worked.
