There is clean, and there is clean enough.
Were you to use a boot disk and run fdisk to remove all partitions your drive would effectively be empty and ready to install a new operating system. Althaough there would be fragments of data remaining they would only show up if you did diagnostic reads of unused sectors. And some operating systems would even remove that data when they install.
