I want to start a ISP and WISP

I am a newbie and I have been posting this topic all over the fourms like computersfourms.org, computerfourm.com, tech-fourms.net and asking this question what all do I need to start a ISP and Wisp I mean what kind of equiptment and other things I need because I got for the OS--> Windows server 2003,2000 and I also Have Red Hat 9.0, Fedora Project Core 3 and 4, Gentoo,
