You need to use the "line in" input on your sound card. It should be a Y audio cable that splits into 2 RCA jacks which feed into your cassette deck (L and R). After getting the proper connection, then all you need is software that can record from line in. Older versions of Windows use Sound Recorder, but I recommend you grab a decent app off the internet. Might wanna try
For best quality, record to a 16-bit Stereo WAV file. Then you can split the file into tracks using your CD burning software and record to CD (assuming you have a CD Burner of course).

You may want to use a good noise removal tool and maybe process the whole file using a good equaliser plugin to try to put back some of the losses from the tape.
