I want to make the Title tag a bit faster....

hey guys.
I'm trying to speed up the title tag on this piece of code. Is there something I can do to accomplish this?? I want my users to see the tooltip almost as soon as they do a mouse over but I don't want a mouse over. Know what I mean..?
