I would like to have certain people only be able to surf the net on a handful of specific sites. I know that I can list sites that I don't want them on, but I basically only want them on 6-7 sites, how would I do this, without listing every site on the net under the restricted tab in security. Oh, by the way we are using an Explorer browser.
 
Since you know the addresses of the web sites you want to allow, you can use Content Advisor in sort of an inverse fashion.
Rather than blocking the whole web, save a few sites, go to
Tools > Internet Options > Content >>> Content Advisor/Enable.
On the ratings tab, set the slider for each category to 0.
Then, go to the approved sites tab to and add the addresses of the sites you want to permit.
You'll be prompted to enter a password to keep users from changing these settings
