I want to have the same backgroun

I want to have the same background color on every page. I want to have a large blank table with colored border on top of that background on every page. In that table I would put the header and other varied information. I tried using an Include Page for the background and bordered table. Of course, the background color didn't pass onto the page. The bordered table did, but I couldn't put anything into it. It was as if it were a graphic. Anytime the cursor is in the table it is a hand holding a page.
Is there anyway to have a background and a blank table on every page without doing it one at a time in every page?

And actually if you create a template / theme using that background, you should be able to apply it to the entire site.
