I want to enfore password changes on all users

I'm trying to synchronize my organization to change all of their passwords on the same day, and every 90 days thereafter. Other than using "User must change password at next logon", is there a alternate way to take care of this.
I run a NT4 domain, with a mixture of W2k, 95 and 98 workstations.

in user manager for domains click policies and then accounts then you can change the settings for the whole domain in there
 
You're going to have a helluva time trying to keep this synchronized. The problem is, that this is tracked on a user-by-user basis. Consider this: you have all users synchronized with the password requirements. 30 days later, everyone has to change again, but 1 of the users is on vacation. They will not be forced to change until the next time they logon, and are now out of synch with everyone else.

I haven't heard of 3rd party tools to do what you're proposing. Let me know if you find something.
