I want IE fullscreen and only by password closeble

I need to set up a pc station in a fair stand.

in win98, I want to permit the visitor to use only IE5.5 to perform ASP code with Microsoft PWS; how can set up IE5.5 to be always on tp, fullscreen , not resizable or closeable, unless I use a specified password?

Maybe a program of type TASKLOCK or ENFORCER
will do the job.
