I saved my frames, but it doesn't come up when I start-help.

Hello, I saved frames on my website by hitting "save all frames," and put it in a seperate folder titled "frames." Whenever i start to work on the site, the frames arent' there. I have to click file, open, go to the frames folder that I made, and manually put in the frames. How do I save the frames so I don't have to do this? WAs is a mistake to make a seperate folder?
Do I just publish them somehow and they'll show up?
