I Only see amber with Airport express

I'm trying to create a wireless network with my airport express so that computers around the house can share the internet. But having connected my modem to the ethernet port, I only see an amber light flashing. When I fire up airport express setup assistant, I get a pause before an error message

"Windows is not setup to manage wireless networks on this computer. For best results, allow Windows to configure wireless network settings on this computer."

Then when I try to create a new network, I don't see anything so I cannot proceed. Having followed the diagrams in the manual, I'm still confused.

Which version of Windows are you running? If its XP make sure to turn of Pop-up blocker, most third party installation applications use pop-ups as part of their setup. Hope this helps.
