I need to configure a modem as a last resort failover on Cisco 2500

I have a question. I have two WAN connections on my router. 1. A frame relay to corporate. 2. a T1 that goes from a remote site which in turn connects to a frame relay to corporate. I also have a dial up modem as a failover. How can I "weight" the modem connection to only be used if both of the high speed circuits are down?
