I need make a Backup controlling by the user

Hi
I need make a Backup controlling by the user.
I would like to know is there some way to the final user through running a script.
Could send parameter to the SQL-Backup and that way make a backup to a specific file and just for one database.
And if the user need to restore this database can make the same thing , just send to the SQL-backup the parameters where is the file and what is the database to be restore.
