I NEED HELP WITH WU-FTPD

I am running Red Hat 7.2 and it uses wu-ftpd. I have edited this wu-ftpd file in /etc/xinetd.d to enable ftp. In the /etc/hosts.allow file I added in.ftpd and the IP addresses I want to allow ftp access. Also in the hosts.deny file I entered ALL: ALL. When I try to ftp localhost i get this error: Connected to localhost (127.0.0.1).
421 Service not available, remote server has closed connection.
When I try and ftp from another server it will ask me for a username and password, but it always returns Login incorrect. Login failed. I know that I am using valid usernames and passwords but they continue to fail. When I check the logs on the server in question it says: FTP LOGIN REFUSED (username in denied-uid) FROM 192.168.xx.xx [192.168.xx.xx], randy
Any help would be greatly appreciated.
