I need help on disabling the keyboard in visual basic

I am creating a program to show a policy on a computer
I need to lock the keyboard while my program runs.
The operating system is windows 2000
I am programming in visual basic 6.0
I have tried Shell "rundll32.exe keyboard,disable", vbNormalWindow

It gives me an error the error message is as fallows

Error loding keyboard

Any help would be appreceated
