Well, the best GUI for Apache is a good text editor, and a web browser to test your configuration.
I know that's not what you want to hear, but that's probably your best bet right now. Even if there is a GUI for Apache/NT somewhere (I doubt it), it's not something I would recommend. You're never going to really learn to use Apache unless you follow the documentation, and learn how to deal with httpd.conf, and the other configuration files. However, to some extent I agree with rycamor that you're better off biting the bullet and learning it the old-fashioned way because, sooner or later, you'll probably want to configure something outside the scope of those tools.
