I need assistance with creating a startup script?

I need a startup script that will disable/enable com port 1 at startup. Can anyone assist in helping me put this together?

I don't have experience doing this myself, but a google search pointed to this utility:

Seems like this utility might do what you want... if not, maybe it could be run from a vbscript and tweaked to do what you want.
