I need a tool to chart metrics on a web page

I am trying to create some static charts of various types of metrics and am having a hard time finding a product that can do everything that I want it to. I currently have the data stored in an Access 2000 database.
I need the following functionality:
1. create a chart that will display the data (ability to have line graphs, bar graphs, pie graphs)
2. insert company logos onto the chart
3. link back to and display the raw data in such a way that it can be copied and pasted into a spreadsheet
4. have a table of contents
5. have a "Next" and "Previous" button to move from one chart to the next
6. if possible, display a data table below the chart
7. software will interact with (get data from) Access or Excel
I have tried to use Excel to create the charts, but I am not able to do #3 or #5 from above when the Excel document is used to create the HTML page.
Does anyone know of a good tool that can handle all of these functions and does not require an extensive programming background?
