That's a network card/TCP IP message. I've seen this in dual NIC servers when only one NIC is active. NT/2000 tries to poll the NIC to check the "performance", and can't get a valid response if there is no link/traffic. Microsoft fixed this in Windows 2000 service pack 3 or 4 I believe.
Might be coming from the LAN 2 port, if nothing is connected to it.
