I have multiple servers slowing when satellite connection is down

Hi everyone,

I have a client that runs several servers, they are all connected to the internet via a Satellite ISP. Each server has a system on it that my company provides. The problem I am facing is that when ever the ISP goes down, all of the users on the system experience very long delays, ie. everyone on the system slows down. My question is, does anyone know what sort of things I can do to troubleshoot this problem. I have ran a traceroute back to the ISP and it has no indication of error.

Is something running in the background to always check for a link to via satellite? If so, what does it do when the link goes down?
