i have Exchange 2000 I am the admin

i have Exchange 2000 I am the administrator and want another user to log in as him self and be able to add users and do the normal administrator but when he logs in he also get the following error "connection would not be made to microsoft exchange server you do not have permissions " could some one pls let me know which permissions i should give the user and the user is a member of the administartion group

pls help
