I have an ODD issue with 3 IP phones

I am on BCM400 4.0. Mostly Digital. I have about 20 IP sets. I have a route for the PRI using BlocA, and 9 for that route. I also have a rollover group of POTS lines Pool A using 8 for that. Last week we changed carriers on the PRI from Verizon to Nuvox. The very next day, 1 user on an IP set could not use the PRI pool. She hits 9, dials the number and at the end of the number we get a tone similar to dial tone, and the call never goes through. She can use the 8 route and all is good. Using BCM monitor, if you watch her dial, it shows connected, but never get a voice path. We sort the PRI decending, and it grabs a good channel each time. I can use that same channel on any other set in building. I rebooted the system, I forced firmware download, I deregistered the DN and registered again. I have the latest smart updates, but there is a few others available, but they don't show this issue. Get this, now I am having the same issue on 2 other IP sets. I need some advice.

Does this happen on local and LD calls? It should send the digits after the last digit is dialed. Or by pressing #.
 
It happens on any call. I also tried the # sign after. That seemed to make the tone go away, but then i got a fast busy. I am baffled on this one.
 

Looks like a core issue, even if the latest patches do no mention your problem, apply them anyway and open a case at Nortel if it doesnt fix it.
 
I am making progress! I cleared the public OLI and it works just fine. If I put any digits in the public OLI, it does not work. Any thoughts? I don't know how a LEC swap could affect this? DNIS?

Seeing lots of these problems related to the OLI.
Either the carrier wants to see the exact DID, or the Main Billing Number, or nothing. Seems that if it is not correct, they block the call.
Could be some type of Toll Fraud protection implemented by the carrier.
Would this Nuvox PRI happen to be a VoIP trunk?

The PRI from Nuvox is not a VOIP trunk. Just a standard NI2 national PRI. But you raise a good point. I miss the days of making my own caller ID. So, maybe times are changing.
