I nailed it. Thanks to everyone for their help. Without the collective input I would not have resolved the issue.

Thanks to the Sniffer ART, it helped escalate the issue to the AS400 and Stratus administrators and we found the applications that were causing high CPU and DISK usage and putting a huge bottleneck on the server.
