I.E. times out - "The connection w/ the server was reset."

I'm running 2000 server and my IE can't get onto the internet. When I try (msn.com and others) it times out with the error message: "Internet Explorer cannot open the site http:\msn.com. The connection with the server was reset."

What do I need to do? Everything else is working fine.
