I/E stays minimized on the toolbar and won't open 1

Platform: Windows 2000 SP4 (WinNT 5.00.2195)
MSIE: Internet Explorer v6.00 SP1 (6.00.2800.1106)
1.8G CPU, 512RAM, 40G HD
NAV 2002, recentently ran Ad-Aware & SpyBot with minimal results
I/E will not open from any shortcut, .exe, and just stays minimized on the tool bar. Have tried numerous Microsoft reccomended fixes and nothing seems to work. Removed and reinstalled a few times. Still won't open.
HOWEVER, when I use "EXPLORE' from the "START" menu I can type in any web address in the address bar, I/E opens up and works fine????
