I.E.6 Opens CSV with Excel anomoly

Client machine is runing WinXP and Excel 97.
When Excel is already open for most users the CSV opens fine and it is posible to right click in the I.E. bound excel and copy etc. However, on one profile it was opening the CSV but causing Excel to Hang up and to the point I deleted the user profile. The user in question was given admin permissions for diagnostic purposes and the problem persisted.

With the new profile, the document fails to open in Excel but instead activates the Excel window. What am I missing?
