I don't know how to keep header rows of data columns fixed(Non-Scrolling) in Excel. Any help is much appreciated. Could it be done thru VB too ?
 
Select the range below the heading row and choose Window, Freeze Panes. You can treat columns in the same way, select the range to the right of the headings and choose Window, Freeze Panes.

As for VB, I don't know. You can in VBA, though.

If I understand correctly, you can highlight a cell (click on a cell), and then WINDOWS->FREEZE PANES. This should freeze the panes above the cell you clicked on, so when you scroll u p and down, the header (in this case) will stay where it is.
