I constantly run into this error me

I constantly run into this error message when loading a ms-dos program with windows 98. It is worse with windows 98 2nd edition.
Error message
FAULT LOCATION: 0028.C00889B9
FAULTING COMP : SYMEvent(02)+00003EF1
THE PROGRAM DOESN'T LOAD

I WORK FROM A NOVEL NETWORK USING 3.12 ON A ON A PC USING WINDOWS 98.

WITH WINDOWS 97 I DIDN'T RUN INTO THIS PROBLEM.

CAN ANY ONE HELP?
