i choose shut down and my computer just reboots

hey guys i need some help, when i go to shut down my computer it reboots.
here are my specs:
windows xp
amd athlon 2100 thoroughbred cpu
asus a7n8x-x mother board
nvidia gefore 4 440 se
and 350 watt psu

when i formatted my harddrive and just had windows xp on there it would shut down, but when i installed some programs it wouldnt shut down, so maybe it has something to do with the programs?
 
You can test if it is a hung program. Start, run, shutdown -f -s

If it does not shut down as it should there is an application that is hanging.

When you restart you can look at Task Manager and see if there is something running that should not be.
