I changed my CSS, but my page looks still the same!

I use IIS and IE. I tried to delete the IE Temporary internet files, but is still the old CSS.
 
This causes users to ALWAYS see the lastest version of your
page. It should be put in the head tag:

<META HTTP-EQUIV=&quot;EXPIRES&quot; CONTENT=&quot;-1&quot;>
