I can't use port 21

I just installed a clean copy of windows 2000 server without the FTP service under IIS. I then installed a third party FTP program named Serv-U, but it says that port 21 in already in use.

I haven't install anything that would use port 21.

I've tried installing the IIS FTP but it didn't work too, the port is open but is in use. Is there anyway to find out what program is using the port?

netstat -a should tell you what's listening.
