This is not something I can give answer to but will try to point you in the right direction until more experienced help comes along.
From the description it sounds asif you have some sort of program running in the background, probably started up on bootup, but possibly started by a user at some point. First step would be to reboot the system to halt a possible runaway process.
Next, after reboot, look at ps -e (look at ps manual to see options if I am wrong) to see what processes are running. Then try to trace back what processes correlate to the startup processes. Then keeping users off the system kill stuff till the message stops.
